Meeting Minutes

The Eldon City Council met in regular session on May 12, 2026 at Eldon City Hall with Mayor McClure presiding. Council members answering roll call were Tom Bedford, Craig Brown, Stacey Doree, and David Showman. Andrew Birch was absent. The meeting was called to order at 5:32pm.

Motion by Showman to authorize the agenda, second by Doree, all aye, motion carried.

Motion by Brown to open the public hearing to review an application for SRF loan, second by Showman, all aye, motion carried.

Carrie Teninty did not receive written or oral comments.

Rick Teed stated the DNR permit was available for the project.

Paula Carter asked if the city was responsible for the cost. The council explained a portion of the cost will be forgivable and Cardinal will pay for the other costs.

Motion by Showman to close the public hearing, second by Brown, all aye, motion carried.

Motion by Doree to authorize regular minutes April 14, 2026 and special meeting minutes April 21, 2026, second by Showman, all aye, motion carried.

Motion by Showman to authorize the bills, second by Brown, all aye, motion carried.

PETITIONS AND COMMUNICATIONS:

Paula Carter was present to discuss the garbage city code.

Motion by Brown to authorize waiving invoice for meter replacement for George Bennett, second by Doree, all aye, motion carried.

Motion by Showman to authorize a building permit for 214 Selma, second by Brown, all aye, motion carried.

Motion by Doree to authorize a building permit for 104 W Elm, second by Showman, all aye, motion carried.

Motion by Showman to authorize a tobacco license for Dollar General, second by Doree, all aye, motion carried.

Motion by Brown to authorize a fireworks display at the fairgrounds in June, second by Showman, all aye, motion carried.

City Clerk: Carrie Teninty updated the city council on the landfill fees. The cost is increasing from $63.00 per ton to $69.00 per ton.

Public Works: Discussion was held on the drainage by Rock Island Park. The project will be done prior to Gothic Days.

Cemetery: Carrie Teninty updated the council on a foundation and headstone placed in the wrong location.

Law Enforcement: Motion by Showman to authorize a 28E Agreement regarding a service contract between the Wapello County Sheriff’s Office and the City of Eldon, Iowa, second by Doree, all aye, motion carried.

Library: Motion by Showman to authorize FY26 funds for steps and sidewalk to library hall, second by Doree, all aye, motion carried. A written report was received.

Engineer: No report.

Gothic Visitors Center: A written report was received. Discussion on camper parking for Harvest Host event. The city code has a section regarding emergency or temporary parking. The city code will not be amended.

Discussion on educational center building. The city council will contact the Wapello County Conservation Board and the American Gothic House Board to schedule a meeting to discuss the building.

Fire Department: Motion by Showman to authorize $160.04 to purchase maintenance items, second by Bedford, all aye, motion carried.

Motion by Brown to authorize donating the brush truck tank to Hillsboro, second by Showman, all aye, motion carried.

Trails/Parks/Playground: No report.

Eldon Athletics: Motion by Showman to authorize to table the increase of fees for 2027 ball registrations until February 2027, second by Doree, all aye, motion carried.

Old Business: Discussion was held on the 28E Agreement with Cardinal School District regarding sanitary sewer line. Council member Showman will contact Cardinal School District to schedule a meeting.

Discussion was held on city hall repairs. Rick Teed will provide a contact to test for mold. Council member Showman will contact Sunset Builders for the repairs authorized in April.

An update on progress of Cardinal’s service line was given. The public hearing is complete for the funding for the project.

Discussion on no semi parking on 5th Street. The city code will be amended.

Discussion on parking on Elm Street. The city code will be amended.

Discussion on overlook on Railroad Street.

Discussion on camera location and installation. Quotes will be obtained for the installation.

New Business: Discussion on speed limit on Des Moines Street. The speed limit will not be changed. Residents can contact the sheriff’s department.

Motion by Showman to authorize two flag poles for Rock Island Park, second by Doree, all aye, motion carried.

Discussion was held on the installation on water main in alley between Roy and Finney. No decision was made.

Discussion was held on a $1.00 per hour increase for John Smith. The raise will go into effect once a CDL is obtained.

Motion by Brown to authorize spraying the KD Center, Playground, and Rock Island Park in the amount of $800.00 Fite’s Lawn Care, second by Doree, all aye, motion carried.

Citations will not be issued for 420 1st and 401 2nd.

Discussion was held on Ordinance 389: An ordinance amending the code of ordinances of the City of Eldon, Iowa by adding a fee for non-compliance with municipal garbage and solid waste regulations. This item was tabled.

Discussion on a policy requiring sealed bids for all projects. Carrie Teninty will write the policy.
