Meeting Minutes

The Eldon City Council met in regular session on July 14, 2026 at Eldon City Hall with Mayor McClure presiding. Council members answering roll call were Tom Bedford, Andrew Birch, Craig Brown, and Stacey Doree. David Showman was absent. The meeting was called to order at 5:33pm.

Motion by Brown to authorize the agenda, second by Doree, all aye, motion carried.

Motion by Doree to authorize regular minutes June 10, 2026, special meeting minutes June 16, 2026, special meeting minutes June 25, 2026, second by Birch, all aye, motion carried.

Motion by Doree to authorize the bills, second by Showman, all aye, motion carried.

PETITIONS AND COMMUNICATIONS: Tim Richmond was present to give an EMSAC update. Discussion was also held on the lift station generator.

Jason Blunt was present to discuss the city contracting garbage collection service.

Motion by Bedford to authorize waiving sewer fees for water use for pool at 211 Cornell, pending notice from a doctor’s office, second by Doree, all aye, motion carried.

Discussion was held on waiving sewer fees for water use for pool at 104 Elm. Consensus was to not allow forgiving sewer charges for pool water usage.

Motion by Doree to authorize a fence permit 600 High, second by Bedford, all aye, motion carried.

Motion by Brown to authorize variances for fence permit 600 High, second by Doree, all aye, motion carried.

Motion by Brown to authorize a fence permit 808 W Walnut, second by Doree, all aye, motion carried.

City Clerk: No report.

Public Works: Discussion was held on a boat located by the trails. Mayor McClure will contact the owner to have the boat removed.

Cemetery: No report.

Law Enforcement: No report.

Library: A written report was received.

Engineer: No report.

Gothic Visitors Center: Discussion was held on the educational center building. A smaller building drawing was provided by the architect.

Motion by Birch to authorize the Heritage Foundation to administer a grant for the American Gothic House Center, second by Doree, all aye, motion carried.

Fire Department: Motion by Birch to authorize Tristan Trahan as volunteer firefighter. Motion dies for a lack of second. Consensus was to table this item.

Motion by Doree to authorize $445.00 for AED pads and $205.00 for new battery for AED, second by Birch, all aye, motion carried.

Trails/Parks/Playground: Discussion was held on spraying the trail at the fairgrounds.

Eldon Athletics: The public works department will get the field mowed and sprayed.

Old Business: Motion to authorize Resolution 2026-5: A Resolution ordering construction of the Cardinal CSD Force Main in Eldon, Iowa 2026 and ratifying, confirming, and approving deadline for submission of bids, and fixing a date for hearing thereon and taking of bids therefor, second by Bedford, roll call vote taken, Bedford yes, Birch yes, Brown yes, Doree yes, motion carried.

Discussion on overlook on Railroad Street. This item was tabled.

David Showman entered the meeting at 6:55pm.

Discussion on city code section 7.28 {Garbage and Refuse}.

Motion by Brown to authorize a sealed bid procurement policy, second by Birch, all aye, motion carried.

Motion by Doree to authorize Ordinance 391: An ordinance creating no semi parking on the east side and west side of 5th Street from the intersection of Elm Street to W Walnut Street, second by Birch, all aye, motion carried.

Motion by Doree to authorize waiving the second and third readings of Ordinance 391, second by Birch, all aye, motion carried.

Motion by Doree to authorize contacting ICAP Legal to update drug testing policy, second by Brown, all aye, motion carried.

Motion by Doree to authorize amending the employee handbook regarding suspension of time and/or pay, second by Birch, all aye, motion carried.

New Business: Motion by Brown to authorize B&B Propane contract, second by Showman, all aye, motion carried.

Motion by Brown to authorize purchase of trench box, second by Showman, all aye, motion carried.
