Meeting Minutes

The Eldon City Council met in regular session on August 11, 2026 at Eldon City Hall with Mayor McClure presiding. Council members answering roll call were Tom Bedford, Craig Brown, Stacey Doree, and David Showman. Andrew Birch was absent. The meeting was called to order at 5:31pm.

Motion by Showman to authorize the agenda, second by Doree, all aye, motion carried.

Mayor McClure opened the public hearing on the adoption of plans, specifications, form of contract, and estimate of cost for the construction of the Cardinal CSD force main in Eldon, Iowa. No written or oral comments were heard.

Motion by Showman to authorize regular minutes July 14, 2026 and special meeting minutes July 28, 2026, second by Doree, all aye, motion carried.

Motion by Brown to authorize the bills, second by Doree, all aye, motion carried.

PETITIONS AND COMMUNICATIONS:

Carl Culp: Discussion was held on no parking on West Walnut Street. The city will open the alley between W Walnut Street and Church Street and 6th Street and 7th Street to help remove cars off W Walnut Street. A four-way stop will be placed at W Walnut Street and 6th Street and a four-way stop will be placed at 8th Street and W Walnut Street. Carrie Teninty will write the ordinance. Area 15 will receive a notice for parking on W Walnut Street.

No building permit was received for 610 Church Street.

City Clerk: No report.

Public Works: Discussion was held on installing a water line in the alley between Roy Street and Finney Street. Mayor McClure will contact Kurtis Chickering.

Discussion was held on the alley that is dug up by Ace Graphics. The public works department is working to complete the project.

Cemetery: No report.

Law Enforcement: No report.

Library: A written report was received.

Engineer: No report.

Gothic Visitors Center: A written report was received.

Fire Department: Discussion was held on Tristan Trahan becoming a volunteer firefighter.

Discussion was held on the air conditioning repair to truck 401 and 402. More information will be obtained.

Discussion was held on the repair to an air pack. The fire department will obtain quotes.

Discussion on maintenance on vehicles. The public works department will remain doing maintenance.

Trails/Parks/Playground: No report.

Eldon Athletics: Discussion was held on updating the scoreboard and the field.

Old Business: Discussion on 534 Elm Street. A partial demolition took place over the weekend.

Discussion on 404 1st Street. A nuisance abatement will be mailed to the home owner.

Update on progress of Cardinal’s force main will be removed from the monthly agenda.

Discussion was held on the overlook on Railroad Street. The public works department will remove the wood railing and trees from the area.

Motion by Brown to authorize Ordinance 389: An ordinance amending the code of ordinances of the City of Eldon, Iowa, by adding a fee for non-compliance, amending the definitions, amending approved containers to be used, and amending the schedule of fees, fees due for the collection of cans and containers of garbage and refuse, second by Doree, roll call vote taken, Bedford yes, Brown yes, Doree yes, David Showman yes, motion carried.

Motion by Doree to authorize waiving the second and third readings of Ordinance 389, second by Brown, roll call vote taken, Bedford yes, Brown yes, Doree yes, David Showman yes, motion carried.

NEW BUSINESS:

Discussion was held on 711 Wood Street. Tom Bedford and David Showman will contact the homeowner, prior to sending a notice.

Motion by Brown to authorize Resolution 2026-6: A Resolution adopting plans, specifications, form of contract, and estimate of costs, second by Showman, roll call vote taken, Bedford yes, Brown yes, Doree yes, David Showman yes, motion carried.

Motion by Showman to authorize Resolution 2026-7: A Resolution making award of construction contract for the Cardinal CSD force main in Eldon, Iowa, second by Doree, roll call vote taken, Bedford yes, Brown yes, Doree yes, David Showman yes, motion carried.

Motion by Brown to authorize Resolution 2026-8: A Resolution approving construction contract and bond for the Cardinal CSD force main in Eldon, Iowa, second by Showman, roll call vote taken, Bedford yes, Brown yes, Doree yes, David Showman yes, motion carried.

Motion by Brown to authorize sewer forgiveness in the amount of $57.68 for 306 Water, second by Showman, all aye, motion carried.

Motion by Showman to authorize not capping water service at 610 Wood Street, second by Brown, all aye, motion carried.

A special meeting to hire for part-time position will be held August 18, 2026 at 4:00pm.

Motion by Showman to authorize October 8, 2026 for fall clean up, second by Doree, all aye, motion carried.

Discussion on two hours overtime on weekends to read meters. The employee handbook will not be revised.

Discussion on amending city code by adding one stop sign on Church and Eldon Street facing west and adding one stop sign on 2nd Street and Caster Street facing south. Carrie Teninty will write an ordinance.

Public Forum: None.

Council Discussion: Discussion was held on the property located at 704 High Street. Mayor McClure will contact the property owner.

Discussion was held on placing the water meter reader on the mailbox post. Carrie Teninty will contact the post office.

Motion by Showman to adjourn, second by Bedford, all aye, motion carried.
