Meeting Minutes

The Eldon City Council met in regular session on June 9, 2026 at Eldon City Hall with Mayor McClure presiding. Council members answering roll call were Tom Bedford, Andrew Birch, Craig Brown, Stacey Doree, and David Showman. The meeting was called to order at 5:30pm.

Motion by Doree to authorize the agenda, second by Showman, all aye, motion carried.

Motion by Showman to authorize regular minutes May 12, 2026, second by Brown, all aye, motion carried.

Motion by Doree to authorize the bills, second by Showman, all aye, motion carried.

PETITIONS AND COMMUNICATIONS:

Motion by Brown to authorize closing 4^th Street between Elm Street and KD North on July 11^th for Block Party, second by Doree, all aye, motion carried.

Motion by Brown to authorize two building permits for 203 Elm, second by Showman, all aye, motion carried.

Motion by Showman to authorize a building permit for 107 Elm, second by Brown, all aye, motion carried.

Motion by Showman to authorize partial demolition at 534 Elm, second by Doree, all aye, motion carried. A new permit must be provided to city hall.

Motion by Showman to authorize not capping utility services at 534 Elm, second by Doree, all aye, motion carried.

City Clerk: Carrie Teninty provided information regarding a generator from Wapello County Emergency Management. The council will proceed with the project. Discussion was held on updating the drug and alcohol policy.

Public Works: No report.

Cemetery: No report.

Law Enforcement: No report.

Library: A written report was received.

Engineer: No report.

Gothic Visitors Center: Discussion was held on the educational center building. Carrie Teninty will contact Zach Nunns office regarding the grant.

Fire Department: Motion by Brown to authorize repairs to truck, second by Showman, all aye, motion carried.

Motion by Showman to authorize servicing the fire station generator, tower generator, and battery backup, second by Doree, all aye, motion carried.

Discussion was held on the maintenance of all city vehicles.

Trails/Parks/Playground: Discussion was held on the trails. The public works department will get the mud and sand off the trails.

Eldon Athletics: No report.

Old Business: Discussion was held 28E Agreement with Cardinal School District regarding sanitary sewer line. A meeting will be held on June 16at 5:00pm at city hall regarding the agreement.

Update on progress of Cardinal’s service line.

Discussion on overlook on Railroad Street. This item was tabled.

Motion by Showman to authorize obtaining quotes for mold check at city hall, second by Doree, all aye, motion carried.

Ordinance 389: An ordinance amending the code of ordinances of the City of Eldon, Iowa by adding a fee for non-compliance with municipal garbage and solid waste regulations was tabled.

Authorize waiving the second and third readings of Ordinance 389. This item was tabled.

Motion by Showman to authorize Ordinance 390: An ordinance removing 10.01.010 that removes the two-hour parking on Elm Street, second by Doree, roll call vote taken, Bedford yes, Birch yes, Brown yes, Doree yes, Showman yes, motion carried.

Motion by Showman to authorize waiving the second and third readings of Ordinance 390, second by Doree, roll call vote taken, Bedford yes, Birch yes, Brown yes, Doree yes, Showman yes, motion carried.

Ordinance 391: An ordinance creating no semi parking on the west side of 5^th Street from the intersection of Elm Street to W Walnut Street. This item was tabled.

Authorize waiving the second and third readings of Ordinance 391. This item was tabled.

New Business: Resolution 2026-5: A Resolution ordering construction of the Cardinal CSD Force Main in Eldon, Iowa 2026 and fixing a date for hearing thereon and taking of bids therefor. This item was tabled.

Motion by Brown to authorize the “Eldon” sign to be placed on city property, second by Showman, all aye, motion carried.

Motion by Showman to authorize handicapped parking on 5^th Street next to the Opera House, second by Birch, all aye, motion carried.

Discussion was held on authorizing a dumpster placement for four months at 609 KD Ave. Bedford no, Birch no, Brown no, Doree no, Showman yes.

Motion by Doree to go into closed session under Iowa Code section 21.5(1)(i) to evaluate the professional competency of Jonathan Smith and Jacob Bickford whose appointment, hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation, second by Showman, roll call vote taken Bedford yes, Birch yes, Brown yes, Doree yes, Showman yes, motion carried.

Motion by Showman to come out of closed session, second by Showman, roll call vote taken Bedford yes, Birch yes, Brown yes, Doree yes, Showman yes, motion carried.

Motion by Birch to authorize a written warning to Jonathan Smith for being late to work, second by Showman, all aye, motion carried.

Motion by Birch to authorize a written warning to Jacob Bickford for being late to work, second by Showman, all aye, motion carried.

Public Forum: None.

Council Discussion: Discussion was held on what need done prior to Gothic Days. Councilman Showman will provide a list to Mayor McClure to provide to public works.

Discussion was held on chain of command. The employee handbook will be changed to authorize the mayor to send employees home with suspicion of drugs/alcohol.
